For new mods I suggest Snate could pick out good names (he IS the only mod the reguarly participates).
I don't think different "levels" of mods would be a good thing - a mod should be a mod <period>.

#5: Rules need to be maintained.
The basic intent should be kept but the world changes and the board needs to adopt.

If I remember correctly JD has delegated this task to the mod-group but with a mod-group where most members almost only replies when their status is questioned nothing happens. For a mod to be considered active, less then a post* a week in average over several months? No, not active.
*manual with something to say, not just a "hiya" or "mod'd double post".

I just checked, new accounts are semi-open. They are asked to mail the Mekkanik.
Wasn't the automated closed after a flooding of spam-accounts? Fixing that puts us back with fiddling with ARS something both Mike and Myke stated should be avoided if possible.
Personally I've started to ponder if it wouldn't be possible to keep the boards feel by migrating to some blog-based software?
