I have been asked that question a few times, and it has always been by someone that did not grok "join".

To describe the difference: "you also get back the records that don't match anything in the second table, with the second table's column values each filled in with null."

Giving an answer like that will almost always lead into the question of what an inner join is, so it is just inefficient to hold back the two parts.
