soccer hooligans in England as well, not to mention that elsewhere in Europe English soccer hooligans have caused problems. Heck, even in Vancouver, BC (in Canada), there were riots a few years ago during the Stanley Cup finals. Which really doesn't say anything about the society in general. Besides, Brazil is not considered one of the 'developed' countries. You decide what that says about whether it is supposed to be civilized or not.
