call to go into the office, usually the carpeted office of the boss, for a reprimand and a dressing-down, is the basis for that slang phrase.

There are other thoughts on the matter I am sure. There is nearly ALWAYS more than one possibility when you're talking about slang in American English. But that is the most probably meaning for getting "called on the carpet," so far as I can tell, since that's what it really means in real day-to-day use.
