Assumptions:
- No one onboard is infertile
- No kids are aboard at launch
- Ship is designed to hold up twice the number of passengers at launch
Standard birth control should be sufficient; "the pill" + condoms and/or female equivalent.
No more than 2 kids per couple until/unless it's obvious who's not going to have kids at all. Then distribute the extra "slots" to the other couples evenly. If it's clear at launch that some won't be having kids, then hold those "slots" in reserve until couples who will have started to reproduce.
Whatever organization they decide after launch, as far as authority, should determine who gets extra "kid slots" after the first 2 have been had by all that will have them. They should also decide remediation should anyone ignore the rules and go overboard.
Forced sterilization and abortion should be the LAST tools used, and only if there is no other choice. But if someone has ignored the rules enough to make the latter necessary for the good of the ship, the former should also be used to prevent having to use the latter again. |
