However one should only be providing that information to the testing agency in order for them to suitably discharge their contractual duties and provide accurate results to the employer, which would avoid the impropriety of disclosure to an employer.

On that point, if the testing agency is remiss in requesting this information of the employee undergoing drug testing, it is the responsibility of the employee to disclose any information that may impact the results of said test so the testing agency has the opportunity to run one of the other tests instead that would be less likely to produce a false result.
A friend of my SO found this out during a mandatory drug test (plant operator) and tested positive for amphetamines - the problem was that the test administered is known to give false results for artificially heightened adrenalin levels, and the testing agency were unaware that he'd been discharged from hospital days before for a heart attack with all the trimmings.
One very specific test later, he was in the clear and reinstated.
