/is/ part of proper management - especially if working under the influence poses a significant risk to public safety or national security.
The public safety occupations I'd cover would be drivers, public safety personnel, heavy equipment operators, explosive and munitions handling, train and flight crews, air traffic controllers, and others along that line.
Military, DoD civilians and probably all DoD contractors are already covered, IIRC, as a condition of maintaining their employment and their security clearances. People in these groups have access to sensitive and classified information. Use of illegal drugs and abuse of alcohol and other legal prescription drugs present an opening that could be exploited by an adversary.
In other occupations, I'd reserve the option of drug testing for cases where there is evidence of unusual changes in behavior.
