The BBC artical is a nightmare from a statistical standpoint (which is normal for popular media). Before you can attempt to try to judge trends from statistical data, you first have to prove that trends are significant enough to distinguish from the inherent deviation from the group average. Humans are biased towards seeing patterns for evolutionary reasons. Without careful analysis, we are entirely too likely to see patterns in normal variation.

There was nothing in the article to indicate anything other than an over exuberant attempt to assign blame to any quick tend the author might see on a graph. No accounts were made of the natural variation. no trends were proven to be significant.
