Most prescription abusers get their drugs from friends. Either people give left over drugs to friends trying to be helpful or they may have them stolen from drug cabinets during a visit. How do you enforce what happens to drugs after they have left the drug store with legitimate patients? This is much more of a cultural problem than a regulatory issue. People don't lock down their drugs and think nothing of giving leftover drugs to a friend complaining of illness.

One thing that could be done is to provide services for the disposal of leftover drugs. I have some pretty interesting things sitting around after changes of prescriptions that nobody wants to take for disposal. Not everybody would likely make use of such services but it would be a start.
