Regulator and shut-off included. It has no non-municipal uses, they only use them for natural gas, never seen any used for propane or other bottled or tanked gas.

There are municipal-type distribution network gas lines there in that area. I don't know where the information about the non-existent gas lines came from, but there are distribution lines from SOMEWHERE in that area.

That kind of meter set-up is totally useless for anything other than that. The carrier-supplied tank gas companies use a completely different sort of meter and a really different regulator set-up. The one there is for the roughly 6 or 7 kilopascals that are used for municipal supplies, where compressed propane in tanks is an order of magnitude or more greater.
