From what I have been reading the SMALLER the tank the harder it is to keep the ammonia down because the isn't enough water volume to dilute it and there isn't enough volume to support the primary bacteria that digest ammonia/ammonium to Nitrites but there IS enough to facilitate the conversion from Nitrites to Nitrates. Adding plants SHOULD reduce the Nitrates. otherwise you are stuck doing HUGE water changes every couple days.

If I am reading right that last .25ppu ammonia/Amonium might get necessitate a zeolite stone especially for a small tank... also make sure the water is aerated or see if you can adjust the flow of the filter, the more surface area it has to work with the better the conversion is, Again this presumes I am reading everything properly.

What are you planning to raise in a tank that small? It should be fine for 1 Betta or 4 or 5 of Neons. And if Neons you can let the acidity/hardness go up a ways as they like the Tannins in the water (again if i read stuff rightly)
