Take a voltage measurement across the terminals with the cell in the brightest light possible.

Also take a measurement of each cell in the same light without the motor in the circuit (no load), just the cell and the voltmeter. Those readings (no load) should be higher.

Let me know what the voltages are, loaded and unloaded, for each cell.

Also what any specifications are from the motor, amperage drawn or anything else. If nothing is known about the motor, try to look it up on the web with brand and model number. Look for maximum load drawn.
