more voltage is safer. I base that on tens of thousands of volts at a milliamp rating will knock you out. A hundred volts at 1amp can kill you.

Truthfully, either way is likely safe. IT DOESN'T MATTER which one you increase. Increasing either number by any factor (say 50%) still results in the same outcome wattage (working power) wise. It is not until you increase BOTH that things get out of hand.

Your panel is 3/4 of a volt, ON IT'S BEST DAY under PERFECT conditions. Doubling up on the panels gets you right at the motors rated spec. Even if it were a little more voltage than optimal, it is not enough to burn the motor up.

Have fun, not worries. You're not going to electrocute yourself, start a fire, or damage any equipment at those power ratings. ;)
