I used it on a daily basis to design a website for a corporation I once worked at.
Every day as soon as I arrived, I'd turn on my station, click the batch file that launched everything I normally used, and headed for the break room to refill my soda.
I'd come back to a computer with everything ready, and sit down to work with a smile.

Because I'd use FrontPage to make it look right, adjusting margins, making the elements snappy, editing the Alt Text bits to be correct, etc, then View Source.
From there I'd Copy+Paste the FP code into Notepad, strip out all the crap, and leave just the code that mattered.
Save As HTML, open the file in the browser to verify it looked right, and then apply it to the server.

FrontPage was excellent for making the creation as WYSIWYG, it's just the underlying code that was absolutely riddled with cruft to the point as to render it absolute crap.
Strip out the megabytes of crap, pare it down to the few Kb of actually needed code, and you were left with a website that looked as you wanted it to, ran like you needed it to, and didn't bust a server's butt in being served.

When I went to business college to learn Network Security and they made me take a web design class, I was fine with the fact that they used FrontPage.
Because I'd use FP to make the site, C+P the code into Notepad, strip out the crap, and save it as HTML.
I found it highly amusing when the Paid For Hosting site they used to handle all the class designed sites started refusing to render FP sites worth a damn, but *mine* worked just fine.
The teacher knew I used FP to make it, he'd seen me doing it, but he didn't know about the C+P->Notepad step, so he was at a loss as to explain why my submissions worked & nobody else's did.
*Snicker*

So I like FP.
It's fine for what it did.
Just be sure to Copy+Paste the "finished" code into Notepad, strip out the crap, and save the results.
The site will be much smaller, lighter, cleaner, and you won't have any of the MS crap lying in wait to hose it.
