have it randomise the reported position at each reporting cycle based on proximity to and number of other badges, frequency of motion, time since last coffee-break, proximity to bathroom, proximity of boss and an inverse relationship to time since last boss proximity.

The more accurate some of those metrics get, the more stressed you will appear to be

"I'm worried about Ted in IT. His badge says that any time anyone gets near him he flips out and goes running around the building. The other day, there was a team meeting, and he spent most of it running up and down the window ledge on the 20th floor. Then apparently in the break room the other day he spent five minutes hugging steve from accounting."

"Have you actually witnessed any of this?"

"No, but Steve from accounting looks really, REALLY happy today."

Or you could also randomly swap badges with other people in the building every day. Everyone stands around the water cooler for five minutes morning, lunchtime, and afternoon and swaps badges twice before getting their back at 15 minutes to home time
