solve the issue at hand re: man in the middle or other trojan "lurker" security issues. Yes it would make it "more difficult" in some ways but it would not totally stop "card not present" charges like what is done over the internet.

If your system has a big enough security hole to let someone "lurk" to get info then it has a big enough hole for them to instal other software that will do similar things inside the system. Basically if you do not take "proper security precautions" then all bets are off... and that is what the PCI council is saying.
