any answer will restrain a US administration from doing what they feel that they can get away with? Haven't we seen enough of how much can be swept under the rug of executive privilege, and state secrets? If anybody really feels safer by having this statement, then it has served its purpose. And Rand Paul has received the credit for getting it. And we can all bask in the gloriously safe feeling that the system works, ignoring the complete overhaul that it really needs.
