It may only be cosmetic & address some random "features" that were too usefull (aka, "We forgot to charge for that! Quick! Kill it & turn it into a new product!"), and add a few new mouse pointers, cursors, & icons, but they'll *CALL* it a brand new version of Windows & *charge* for it.
They can't bill you for a "Service Pack", but they can charge whatever they like for a "whole new version".
So, even if it's really just a disguised Service Pack, they'll call it a brand new version, & swallow your wallet whole with a merry chomp.
