Using VALUE() isn't necessary to use the cell as a number in other formulas, as long as it actually is a number. And if it isn't, VALUE() won't help much. The parentheses were written, so I assumed they would be part of the format, but I could be misunderstanding. Which is why these kinds of requests always work better when you provide a bunch of sample inputs/outputs.
