about the problems with implementing "universal background" checks that the government even acknowledges.

The letter doesn't mention it, but one of the problems I've seen mentioned is regarding inheritance issues. If the decedent hasn't signed the paperwork before s/he dies, the gun can't transfer to hir heirs. That means if you get killed in an accident today, the executor of your estate would be required to turn your guns over the government and not to your heirs.
