there was a recent change in the law that made many more businesses subject to the 1099 rules. The IRS was then directed to cross reference the 1099s against companies income statement on their tax returns to detect if they are failing to report income. Given the number of business-to-business transactions, this produced millions of new 1099 forms that needed to be scanned and OCRed. In order to keep those ultra high-speed scanners running efficently, they needed a consistent paper stock and print color.
