When does a tax become prohibition? by SnappingTurtle2012-06-06 21:08:13
When the efforts to prevent smuggling/ by Peace_man 2012-06-06 23:35:47
bootlegging/illegal sales becomes more expensive than the revenue from the tax. Of course, this is just my own private take on it. But IMO when the effort to prevent illegal provision of something costs more than what the tax on the legal provision of it brings in, then the effect is more one of prohibition than taxation.
