It depends on what people are willing to pay for what they want. For someone with few fiscal resources, a tax of pennies to a few dollars can be prohibition. For others, the million dollar tax would be negligible.

How thorough did you want your effort to stop smoking to be? How acceptable is it to create a black market for smuggled goods in response to your tax/prohibition?
