Most people would find masters courses alone to be full time - and ditto PhD ...

You will not fnd a dual program, no-one with any sense (and integrity) would offer one.

PhD prelim for a neuro degree should include epidemiology - a lot more than just biostats - you can learn biostats enough for a neuroPhD in the probably two levels of biostats in an MPublicHealth. You will need to do epidmiology theory in order to ensure the integrity of your neuro research - I imagine even a coursework PhD will require a dissertation of some kind, and therefore research.

Go talk to the departments in the colleges you have access to. And I mean talk, not just look on the web :)
