By the time Barrett conceeded, the polls had been closed for roughly three hours and it was well aparent that he had not gotten the votes he needed in Milwaukee and Dane counties to offset the out state numbers. The remaining precincts would have had to break nearly 80% in his favor to salavage a win, and he wasn't seeing those numbers anywhere but the university area in Madison. It is important to remember that Barrett wsa seen as a betrayer to many in the recall movement to begin with, They felt that he had coopted the movement away from its radical beginnings toward the mainstream Democratic Party. The unions had originally backed the former Dane County Executive who had sued on behalf of the cuonty to prevent the Walker reforms from going into effect.
