...but if I was to try something like that using only free tools that are on a drive with me, I'd probably end up using DVDShrink to decrypt and dump the disc contents to the hard drive; then use something like imgburn to burn the resulting DVD files and folders to the new disc...but that wouldn't take care of the re-authoring aspect. If you've already got some tools installed to turn a DVD (or DVD files/folders) into a video file for WMP/VLC and the likes to play, Windows 7 Home Premium and higher has Windows DVD Creator - you just need to feed it the encoded video files you want it to recode and put on the DVD, then make a few decisions about names and menus, and begin.
