There are some obvious initial questions you need to answer:
Is this a quick and dirty one-off type job?
How many pairs are there? Few enough to put in an array (or two) which can be held in memory, or do you need huge files to store and mangle the data spooling it in and out due to lack of memory space?
Where does the data exist right now? Already in digital format? A box with scribbled notes? A basement filled with crates crammed full with reply forms?

These answers are good to have when deciding how to proceed. You will need several algorithms like getting the data into your program, then storing it as needed, then evaluating the data, then printing out (on demand?) the sought after results.
