When you do a command that way, the computer is deciding what direct to create the file in. Different programs running in windows will change the default directory windows is in behind the scenes.

If you type the command in a terminal window the file will be created in the directory you are in.

This is just my opinion after using computers since the 1980's. But I could be wrong.
