If you can write the code and she knows PhotoShop/ImageReady it would be trivial for her to design something for you and slice it up table style for the web, all you'd need to do is drop your code inbetween the appropriate TD tags... Heck a nice background with tables in the appropriate places can give you the look you want, it just comes down to row and column span definitions in the table... There's also probably a few hungry college kids on CraigsList willing to do this for a couple hundred.
