Remove the cop from active duty. He should never have been there in the first place. Whether to punish him is something that is NOT automatic, IMO. He may deserve punishment. Or, rather, punishment will serve as a warning to others who might be in a similar situation, or it may serve to help the bad cop find ways to improve himself: eliminate unhealthy attitudes and behaviours, etc. Removing the cop is NOT punishment. However, if this is what you mean by 'punish him', then I agree that it is first order of business.
