incompetent.

From what little information the news links have, it appears that there was an operation in progress, where a few guns were allowed to get into drug gang hands. The idea was to track them, so higher levels of the organization could be exposed.

It is a legitimate tactic, and has worked in many other cases, mostly drug related. It appears that it didn't work well here. And now the covering up of incompetence and the defense against claims of corruption seem to be more important than uncovering what actually happened. My guess is that scape goats are being prepared, and the bus they will be thrown under is being selected.
