(See, for example, 17 USC 121; paragraph (43) of the preamble to, and Articles 5(3)(b) and (5) of, Directive 2001/29/EC of the European Parliament and of the Council of 22 May 2001 on the harmonisation of certain aspects of copyright and related rights in the information society; section 31B of the Copyright, Designs and Patents Act 1988.) Surely you must have realized by now that the purpose of changes to copyright law is to remove exceptions, not confirm or extend them. :P (It's remotely possible that disability discrimination legislation could be read as requiring rights holders to permit works being made available to the blind, if not to actually make them available.)
