They're basically cannibalistic land-eels from a planet on the extreme edges of one of the planes (the far realm IIRC). They're born in clusters and wander around eating everything they can't fight or mate with. Eventually as they mature they start to form clusters, as they form larger clusters they gain more intelligence.

They're not a hivemind in the traditional sense, more like mobile pieces of neural netowrk. Each tsochar cluster sees itself as an individual entity, an emergent consciousness from its collective parts which grows or is diminished as its numbers rise and fall.
