Congress is currently not passing the FY11 budget (and very nicely screwing up the project funding that should be paying my salary). The Pres just put out the FY 12 budget. And yes, what gets passed is never what gets proposed, but that's the case for nearly everything that gets presented to Congress. Plans survive Congress about as well as they survive reality. :-P
