If you have the same qualifications as the person they are looking for degree and experience wise you could handle this one of two ways and some of it depends on the attitude of the people you work for.

1) Send in your resume for the posted job and watch them do a double-take and then come ask you why you applied for it...and then calmly tell them that since they are going to pay 10% more for a NEW person that they would have to train, you would like to save them money and also get the extra pay because they will save money by not having to train you and they already know you know what you are doing.

or

2) Take a printout of the job listing to your boss and see what your boss says about it... then, be prepared to take the situation to HR

Much of this depends on the work environment there. If doing either of these is likely to get you fired, don't and then go looking elsewhere for another job where they will pay you more.
