We have insufficient technological smarts	by twixt	2010-09-20 13:05:06
to be able to detect a Romulan Warbird through its cloak. As a result, we have no way of knowing that Romulus is more than a town. We have evidence that Romulus is a town, due to the fact it has been reported in a newspaper that the town of Romulus has a Police Department (which is something that can be verified). We have no physical evidence that Romulus is a planet inhabited by Romulans. And the Tal-Shiar are quite dedicated in ensuring their machinations keep things that way. :-)
