no English is spoken. likely in a neighborhood where little English is spoken, and by the time they get to school they are 5 -6 years old speak no English and are stuck in schools where to accomodate the kid they teach half the classes in Spanish. OR they are in Esol classes trying to catch up for the next 18 years where MAYBE they get to where they speak well enough to get by.
