when I first installed it was that I got similar behaviour on the network interface if network-manager (and the associated GUI stuff,) was installed. Cleared up when I removed it (using Synaptic, or the package manager of your preference.) *Might* be worth a go? You could disable it temporarily using a runlevel editor like sysv-rc-conf, but I don't remember whether that would fix it on the spot or whether I had to take the interface down and back up with ifdown and ifup or whether I just restarted the whole thing. No idea whether this would help or whether you've even got it running on Ubuntu, though ...
