if a story focuses on the culture then of course you have to flesh it out. Otherwise, it's best not to get too deep.

And here's another reason to throw on top of the list I provided before: shows like Trek have a lot of writers, and every detail that a writer throws in is something that everyone else will have to live with in the future, or else flat-out contradict later on.
