a possibly reasonable explanation. The resources required to research, engineer, and build space worthy ships of the scale and quality depicted in most science fiction stories would likely require the unified effort of an entire race, at least initially. So before a race starts colonizing space, one could reason that they'd have to have gone through some phase of either global unity or global dominance, either of which would result in a monoculture, or something close enough to that it may as well be.
