When Ulkesh (Kosh II) Came to B5 he was markedly different from Kosh in terms of personality. Given the way the Vorlons as a whole acted towards the shadows and the younger races, it seems likely to me that Kosh was in some form of minority among his people.

The Minbari I would put up as a good example of a multicultural race, while the Narn became more of a monoculture thanks to the Centauri occupation.

The Gaim did have multiple queens, but being a hive race it's not surprising that they shared the same culture.

Overall I think B5 was good at how it tackled this issue because of how it presented each race as having variations, rather than invent a new race to embody a specific idea or be an archetype of a Terran culture. Each race was shown as having variations in personality type that were in keeping with the race as a whole. Shakiri Vs Neroon for example.
