For instance:

The Minbari had three castes, each with their own language.

The Narn broke themselves up by Prophet/Religion. G'kar followed the teaching of G'quon, but he mentioned there were others.

The Centari did have a monoculture, but that was due to them being one of the older races and also being a monarchy, had had the time to unify their planet.

The Pockmara (spelling?) were so split, they didn't even have a real government.

The Gaim were an insectoid race that had a "queen" like ants and bees have. I do not recall if it was mentioned if there were multiple hives or if it was just one that covered the planet.

Although the Drazi had a unified government, what is shown of them (to me anyway) implied they didn't have a monoculture. Specifically its mentioned they have warred amongst themselves often in the past.

None of the "First Ones" cultures were never shown and only the Vorlon's and the Shadow's desires were ever revealed. So we don't know if any of them had a monoculture. Though they likely did.
