All the window manager should do is make window controls (and maybe any additional "widgets" that someone dreams up) available to be used, and leave the question of placement to the user configuration or to themes. It's bad enough that I have to patch every version of Firefox on Linux to switch the back/forward buttons in the quick search bar to match the order that is used on Windows at work. (It's a compile time flag depending on whether GTK is used or not) That order, too should be defined by the theme.
