From the video, it seems to be capable of nothing more than carrying cargo into space. From the size, that cargo seems to be much smaller than the current shuttles, where we still needed rockets to get the big things into orbit.

Now, since it is under direct military control, the military's choice of cargo could be interesting. This is what the video hints at, but bad journalism seem to be preventing that discussion.

I would be very surprised if they were not willing to rent them out to NASA when the military is not using them.
