Is the person who's saying it the person who's being followed, or a third-party observer?

Is the person doing the following romantically interested in the person being followed?

Does the person being followed think that the person doing the following is romantically interested in them?

...the good news is that "puppy" carries connotations of innocence and harmlessness that mean the following is probably not being viewed as creepy or stalkerish. The bad news is it can be seen as slightly pathetic, particularly if the person being followed is the one who uttered the comparison, and if that person believes the other person is romantically interested in them.
