Legal doesn't always mean moral, or cheap/free.
While it may be perfectly legal, the person in question may not want the stigma of it, may not be able to afford it, or may not be willing to accept the responsibility of it.
Having someone beat on her to force the abortion/miscarriage would be a way out of all three, plus, she can seek medical attention afterwards as "victim of a mugging by someone she didn't see".
