Although it seems to be the neighbour's, last year's growth was a bit wild in my opinion. Any way, trimming my side shouldn't be much of a reason for complaints. Upon closer examination, it seems that the other half is trimmed, and by half I mean the other side and half of the top (half of the width, not length), so it seems that there is an understanding that everyone trims their own side. But who trims only half of the top?
