The leap second is usually introduced 'between' years. (Specifically, it's assigned the value "23:59:60" of December 31.) On the rare occasion that more than one happens in a year, it goes 'between' June 30 and July 1, but that's only happened once since they started keeping track of them. It's not a leap year, so no February 29 to worry about. For all intents and purposes, this is an ordinary 365-day year.
