How should/does a radiator control knob work? by oot2009-12-02 16:29:36
  Most of them use a spring loaded valve by Control 2009-12-02 21:34:43
if you remove the knob you'll probably see a little metal rod sticking out. Pushing that in is what opens the valve to allow the hot water into the radiator. Maybe the spring is broken or stuck. Try jiggling it a bit with a pair of pliers (careful! don't break it!) and see if it works better afterwards.

I have to go round they flat every autumn and jiggle all the radiator valves because they get stuck after half a year of not being used.
