I just mentioned the best documented one I knew. Since most of the projects are ones I am personally aware of were industry R&D that were later marketed or sold to DOD I'm not sure which month or even year they would have been published in journals like aviation weekly.

I am not equating "best" with "under budget" and "usable product for military needs." The A4 is widely considered one of the best aircraft of its time and type. The fact they are still in service speaks volumes of their quality. Heck it took the F/A-18 to get the Blue Angels out of them.
